(AP) WASHINGTON - WASHINGTON (AP) — President Barack Obama and European leaders concerned about the conflict in eastern Ukraine have agreed to act quickly and collectively to impose additional costs on Russia for serious violations of a recent peace agreement or if Russian-backed separatists attempt to gain new territory.

The White House says the leaders also welcomed the Ukrainian parliament's passage of legislation to help stabilize the economy.

They also discussed violence in Libya and the Islamic State terrorist threat.

Obama spoke via secure video Tuesday with British Prime Minister David Cameron, French President Francois Hollande, German Chancellor Angela Merkel, Italian Prime Minister Matteo Renzi and European Council President Donald Tusk.

Fighting has waned substantially in eastern Ukraine as a cease-fire deal forged last month increasingly takes effect. But both sides have complained of sporadic violations.
