After a controversial exit by the former chief of police, the City of Robbinsdale appointed a new leader of the police department Tuesday night during a city council meeting.

Captain Jim Frazen, who was appointed interim chief following Smith's departure, was appointed the new chief.

The position was vacated last month when former Chief Steven Smith resigned a month after being arrested during a prostitution sting in Coon Rapids.

The sting was conducted on Feb. 20 at an undisclosed home in Coon Rapids, according to police documents released Saturday. Ten people were arrested and cited for hiring and engaging in prostitution, including former Chief Steven Smith.

Robbinsdale Mayor Regan Murphy said city officials were blindsided by the arrest and resignation of Smith.
