A measure on the table in the upcoming legislative session could change the way animal abusers are punished.

Senator-elect Jacob Candelaria (D-Albuquerque) introduced the bill.

If it passes, anyone who intentionally starves or dehydrates an animal will be charged with a fourth degree felony.

A similar proposals have been through the legislature three times before, but one has yet to pass.

The Animal Legal Defense Fund recently named New Mexico one of the top 5 states for animal abusers.
