Valencia County is losing out on nearly $1 million in state capital outlay funding due to years of mismanaged funds and unfixed audit findings.

Newly hired County Manager Bruce Swingle confirmed the state is holding out on capital outlay dollars because audit findings revealed bad accounting practices since 2007.

Up until recently, Swingle says county leaders didn’t address the problems and ignored red flags. State rules do not allow cities and counties to access capital outlay if they have recurring audit problems.

"It's tragic and we are suffering the consequences for that," Swingle said.

Valencia County had planned to replace eight sheriff department cruisers, repave two roads, and buy backup generators for rural fire departments with the capital outlay dollars.

Swingle said he has hired a new finance team to bring Valencia County into compliance before the next audit.
