Healthcare professionals professionals are holding a rally Monday in St. Paul.
They'll gather outside the agency that runs the state's HMO's to demand that billions of dollars are given back to taxpayers.
Protesters say the HMO's that manage the state's healthcare programs, which include Medica, Blue Cross/ Blue Sheidl, Health Partners and UCare are hoarding $2.5 Billion.
The Council of Health Plans says they are working with the legislature and governor to improve transparency within the industry.
