Mall of America is tightening its Parental Escort Policy this holiday shopping season, in anticipation of bigger crowds. Youth under the age of 16 must be accompanied by an adult 21 years or older on November 22-23 and December 26-31.

The policy is already in place on Friday and Saturday evenings.

A record 219,000 people shopped at Mall of America on Black Friday last year. This year, more than 180 stores will open their doors at midnight.

"I think it's a really good policy for them to have with the problems that they had last year with the mall. It got way too out of control last year," said parent Tanysha Scott while shopping Sunday night.

On the day after Christmas last year, fights broke out at the mall involving as many as 200 young people. Some were arrested. MOA is not directly linking the changed policy to the incident.

"More than anything, we are expanding our PEP hours this holiday season due to the record-setting crowds we experienced last holiday season. Our expectation is that this year will be even busier, and we want to ensure the safety of all of our guests," said Dan Jasper, Vice President for Public Relations at Mall of America.
