The Eagan City Council has approved preliminary plans for an outlet mall that would open in two years and is expected to feature nearly 100 brand-name stores.
The project's last big hurdle is a development agreement between the city and developer Paragon Outlet Partners. City officials say they expect that to be hammered out by January.
A St. Paul Pioneer Press report says Paragon Outlets at Cedar Grove would be the only outlet within the seven-county metro area.
Outlet malls traditionally offer deals not as readily available at typical malls, such as bargains on excess inventory.
The outlet would be five miles south of the Mall of America. A Paragon spokesman says that just means customers will shop at the mall one day and the outlet mall the next.
