Businesses, schools and public transportation were shut down Friday in Watertown, Mass., and surrounding communities. A drastic emergency plan, but one that allowed police to conduct their manhunt.
The crisis plan is part of an "incident command system," which is a formula for responding in emergencies that's being used in Boston right now and would be used here in the Twin Cities under similar circumstances. The formula calls for local leaders to command emergency operations.
"They are the ones who know the community and most importantly, they are the ones who have the responsibility," says Joe Kelly with the Minnesota Department of Public Safety.
The incident command system was used in the Twin Cities during the 35W bridge collapse in August of 2007. State and federal authorities assisted, but Minneapolis and Hennepin County called the shots.
