The Mall of America outlined a $2 billion dollar expansion plan that'll double its size in the next 10 years or so.
However, critics say a legislatively approved subsidy inappropriately provides the mall with an advantage over competitors.
Critics say the mechanism lawmakers used to fund the subsidy was never meant to fund private economic development.
The city of Bloomington will monitor the mall's expansion progress and distribute the subsidy after the mall shows it needs the money.
