Report Shows Chaotic Moments Before Terrance Franklin's Death

The Minneapolis Police Department released a 228-page investigative report Thursday that reveals more details in the shooting death of Terrance Franklin.

Franklin was shot by two police officers in May. One week ago, a grand jury cleared the officers of any wrongdoing.

The investigative report details the chaotic confrontation between the officers and Franklin. According to statements in the report, officers found Franklin hiding in the dark, cluttered basement of an Uptown home.

The officers say a police K9 found Franklin behind a water heater, and Franklin would not show them his hands.

That's when the officers say the confrontation turned physical. Eventually, the officers say Franklin grabbed one of their guns. Officers say two shots were fired and two officers were hit.

Two officers say they then fired at Franklin with one quoted as saying, "I knew that I had to kill the suspect to prevent getting shot, so I shot him."

The report also provides an update on the conditions of the two officers who were shot. One said he now has a titanium rod in his femur and isn't sure if he'll ever return to full health again. The other officer was also shot in the leg and needed surgery.
