An outgoing Virginia city councilor will become the city's mayor beginning Monday.
The decision to appoint Louis Russo came during Tuesday's special council meeting. Russo did not run for re-election for his council seat.
Acting Mayor Larry Cuffe was appointed a month ago, but the city's charter says another mayor must be appointed within 30 days.
The city is awaiting word on if they are required to have a special election.
"If we have to have a special election, we will do so. If not, the appointment will continue until we decide what we want to do," said Cuffe.
Virginia's former mayor, Steve Peterson, resigned to focus on his full-time work at the IRRRB.
