Monroe County Executive Maggie Brooks just before noon Monday declared a state of emergency for the county to be in effect until further notice.
A state of emergency gives Brooks the legal authority if necessary to establish a curfew, shelters, prohibit travel in certain areas and greater access to resources to a state and federal government.
Brooks has also ordered the opening of Irondequoit Bay Outlet Swing Bridge today to provide alternate travel routes if it becomes necessary. The bridge was scheduled to open November 1.
The Red Cross plans to open three shelters by 3:00pm Monday. They are Ogden Town Hall-- 269 Ogden Center Road, The Dome Arena--2695 East Henrietta Road and Brighton Presbyterian Church--1775 East Avenue.
Brooks says due to the nature of unforeseeable weather conditions, roads may become impassable because of downed power lines and debris from fallen trees and limbs.
Rochester Mayor Tom Richards was also going to issue of state of emergency following the county. The city will be closing all public facilities early including libraries and city recreation centers to encourage people to go home and stay there. The mayor says the libraries and recreation centers will close by 4:00pm but will still open to make sure all children will get home safely. And he strongly emphasizes that 911 is for emergency calls only.
