Deputies in Wayne County have arrested a Rochester man on charges of falsifying business records.
Investigators say 42-year-old Pedro Franco is a certified substance abuse counselor in Wayne County. News10NBC is told some of his clients had been complaining about Franco. Those complaints date back to September and October of last year.
In their investigation, deputies found that Franco was using pre-copied urine screening test results and did not file them with the corresponding patients. That means they're considered false information.
Franco was arrested and released on appearance tickets. He'll be back in court at a later date.
