Con Edison says it hopes to have most of the power back on there by midnight.
A large explosion at a Con Ed plant Monday night happened just as Sandy hit the city.
On Long Island, the governor says power has been restored to about half of those affected.
Governor Cuomo is threatening to fine power companies who didn't respond well to the crisis.
"I want accountability and performance, I expect....hold them accountable for their performance," said Cuomo.
Despite much progress being made, many of the utility companies warn power may not be completely restored until mid-November.
