ALBANY, N.Y. (AP) - In the continuing fight for control of New York's state Senate, the only clear winner is Gov. Andrew Cuomo.
If Democrats hold onto Tuesday's tentative win, Cuomo could get a Democratic majority. That would serve his progressive goals blocked by the Republican majority.
If Republicans win some absentee ballot counts and continue an alliance with the four breakaway Democrats, Cuomo will see business as usual. He values that the deals he makes with Republicans stick.
The independent Democrats would gain a far stronger voice in a Republican coalition. And the group supports Cuomo's agenda.
