A panel created by Gov. Andrew Cuomo to look into the state's rollout of the new standards released its preliminary recommendations.
The panel is recommending capping the amount of instructional time that can be used for standardized tests and test preparation.
They also want the state legislature to ban standardized so-called "bubble tests" for young students.
The governor put together the panel last month at a time when there were widespread complaints by parents and teachers that New York State rushed the rollout.
